The shop is DEVIANCE（ディビアンス）, filed on Cityheaven as デリヘル（高級／新宿・歌舞伎町）. Phone 03-5931-4278. Business hours 12:00–05:00. Address field: 東京都新宿歌舞伎町（新宿区）. Official site deviance.tokyo, whose footer reads © 2020-2026, so the brand is claiming six years.
Its concept, printed at the top of the listing, is genuinely unusual and I want to give it its due before I start pulling threads. The women, it says, are ordinary amateurs with studies or careers — 学業や仕事を持つ一般の素人女性 — and because they have day jobs, the shop runs 【待機を一切設けない】, a no-standby system. No obligation to come in, zero binding hours. Its own guide page goes further: 原則として、女性一人に対して一日１本のご予約しか承りません — as a rule, one booking per woman per day. And 会員様の80%以上が2日以上前の先行予約, over 80% of members book at least two days out.
That is a coherent business. It is also, structurally, a business that cannot use a shift board, because there are no shifts. So the empty tabs are not laziness. They're the model. Fine. Except the cast tab isn't a shift board, and the shop fills that one in beautifully — somewhere else.
Five tabs, five zeroes, one live listing
Here is the complete state of the Cityheaven listing as I read it:

Everything with a zero is user- or roster-generated. Everything populated is static text the shop typed once. The listing header at time of reading puts DEVIANCE among 118 shops and 12,470 women in the 新宿・歌舞伎町 delivery category. DEVIANCE's contribution to that 12,470 is zero.
It is also double-filed: the identical listing exists under A1304/A130401 (Shinjuku-Kabukicho) and A1307/A130701 (Shibuya), with the same price board on both. That matches the shop's own banner — 新宿・渋谷高級デリヘル — and it matters later, because the 交通費 table treats those two areas very differently.
Three price boards, one course, three prices
The system tab publishes three classes. The official site publishes four. Here is the Deviance class — the entry tier, and the only one with a 70-minute course — as stated in the three places it appears:

The short courses agree perfectly. The long ones don't, and the disagreement is not random: the coupon copy sits ¥5,000 low on both, and the official site sits ¥2,000 above Cityheaven on the 180. One course, three prices, a ¥7,000 spread.
There's a tell in that ¥97,000. Every other number on every version of this board — 45,000, 50,000, 60,000, 65,000, 75,000, 90,000, 110,000, 135,000 — is a multiple of ¥5,000. ¥97,000 is the sole exception on the entire board, which is what a hand-edited price looks like. And it breaks something downstream: the official campaign page lists the 20%-off version of that course as ¥77,500, but 97,000 × 0.8 is ¥77,600. It's the only one of the twenty campaign figures that doesn't compute. Everything else is exact to the yen.
Then there's the tier Cityheaven never heard of. The official board carries a ディビアンス＋ Class — 90 min ¥60,000 / 120 min ¥75,000 / 180 min ¥110,000 / ext ¥25,000 — sitting between Deviance and Executive. It appears nowhere on the Cityheaven system tab, the coupon, or the event. As you'll see in a minute, that invisible tier holds 34 women, more than twice the number in the tier Cityheaven does publish.
Two more things the system tab flattens. Cityheaven prints 入会金 0円 as if it were policy; the official site prints ご入会金 10,000yen ⇒ 無 料 with the words ただいま無料キャンペーン中 underneath — currently free, i.e. a campaign, i.e. a ¥10,000 line item that reappears the day someone ends it. And Cityheaven prints 指名料 0円; the official version is 初回指名 無料, first nomination free, ※ネット指名・写真指名になります. Free once, by photo, not free forever.
The campaign is real. The Cityheaven copy is nineteen months old.
Don't let the above convince you the discount is vapour. It isn't. It is one of the more aggressive first-visit offers I've priced in Tokyo, and it comes in two branches you choose between:

The problem is which version of it you read. The Cityheaven coupon carries 有効期限: 2025/02/25(火)〜無期限 — running since 25 February 2025, no end date, 574 days and counting. Its opening line, こんなご時世だからこそ活力を取り戻しましょう, is pandemic-era boilerplate that has simply never come down. The official site's version of the identical campaign was updated 2026-05-11, and the numbers moved:

Same pattern as the list board: the short courses are frozen solid across every page, the long ones drifted and only one page got the memo. If you book off the Cityheaven coupon you are quoting a price the shop stopped charging sixteen months ago. Print it and bring it. The worst outcome is they say no; the best is ¥5,500.
Five conditions that exist only on the shop's own site
This is the part I'd underline for anyone reading this in English, because the page an English speaker finds first — the Cityheaven coupon — is missing all of it. The official campaign page attaches these to the same offer:
- ※お好みや女性のタイプはお選び頂けません。 On the half-price branch you cannot state a preference. Not a name, not even a type. The Cityheaven copy says the word フリー and stops there.
- ※外国からお越しの外国籍の方は特割対象外となります。 Foreign nationals visiting from overseas are excluded from the campaign. It's stated twice, once under each branch. It is on no Cityheaven page at all. If you are reading this as a visitor to Tokyo, that single line is the most consequential sentence on this shop's entire web presence, and it sits on the page you were least likely to open.
- ※超特割フリーの場合は渋谷エリアでも3,000円の交通費が掛かります。ご指名の場合は掛かりません。 Take the half price and the normally-free Shibuya zone costs ¥3,000. Nominate and it stays free. The discount quietly repossesses the free-delivery area.
- ※180分までが対象となります。 Up to 180 minutes only.
- ※ごく一部ですが特割サービスが適用外の女性がおります — some women are excluded, and you find out which after registering as a member.
Fold the transport clause in and the two branches line up like this, delivered to Shibuya:

The ratio is fixed — 0.8 ÷ 0.5 — so choosing always costs exactly 60% more, before transport. That's the trade, stated plainly, which neither page bothers to do.
What the roster actually looks like
Cityheaven says zero. The official site says three different things about itself — the Royal blurb says 当店の170名以上いる在籍女性, the booking guide says 常時200名ほど and 200人近い女性, and an April 2026 news post says 随時200名以上. Then the cast index publishes 313 profiles, above a note admitting the real figure is higher still: HPに載せてない女性や、掲載不可の特別な女性なども多数在籍しております.
I parsed all 313. Class, age and day job are printed on every card:

Ages across the whole roster run 18 to 35, mean 23.6, median 23. And look at that last column, because it is perfectly monotonic: every step up the price ladder is a step down in average age. 26.5 → 24.4 → 23.5 → 22.7 → 21.5, no exceptions, across five tiers and 303 women. The cheapest class at this shop is the oldest class. Nobody wrote that anywhere; it's just what the board does.
Royal Class is two people. The system page describes it as 当店の170名以上いる在籍女性の中でも3%以下の厳選された最高峰 — under 3% of a 170-plus roster. Two out of 313 is 0.64%, so the claim is true and then some, but "under 3%" is a strange way to say "there are two of them, one works in 芸能関係 and one is an AV actress, and both are priced ASK."
The extension is a tax, and the maths is almost funny
Every class has a 30-minute extension. Every single one of them is worse than just booking the longer course:

Identical minutes, identical woman, ¥5,000 to ¥15,000 worse. And at a shop that takes one booking per woman per day, there is no scheduling cost being recovered here — she has nowhere else to be. It's margin.
Then the coincidence. Per minute, the Deviance extension runs ¥666.67, which is precisely what Deviance+ charges for its 90-minute course. The Deviance+ extension runs ¥833.33, which is precisely what Executive charges for its 90-minute course. Extending doesn't just cost more than the longer course — it costs you, to the yen, exactly what the next class up charges to start. Twice in a row. I don't think anyone designed that.
The cancellation ladder Cityheaven never printed
The listing has no cancellation policy. None. The official system page has this:

Set that next to the three facts that make it bite. The shop is 完全予約制, over 80% of members book two-plus days ahead, and payment is 前金制 — settled the moment she walks into the room. So the customer most exposed to this ladder is exactly the one the shop recruits: the guy who booked Thursday for Saturday and got called into work.
To be fair, the reasoning is stated and it's sound — one booking per woman per day means a late cancellation doesn't cost the shop a slot, it costs her the whole day. Fine. But a 50%-at-six-hours term belongs on the page where people book, and the page where people book says nothing. One question worth asking on the phone: the ladder reads ご利用予定料金の20%, "of the planned charge" — and on a half-price Executive 120 the planned charge is either ¥45,000 or ¥90,000 depending on who's counting. At the 80% rung that ambiguity is worth ¥36,000.
While you're in the terms, the prohibited list is long and unusually literal: no 本番, no recording of any kind (they state they will call the police), no scouting the cast, no third party in the room, no intoxication, no skipping the shower, and no tattoos — ワンポイントも不可, not even a small one. No exceptions written.
The phone closes seven hours before the shop does
Cityheaven publishes 営業時間 12:00〜翌05:00 and stops. The official site's footer publishes the rest:

The business runs 17 hours. The phone is answered for 12, two of them before opening. Seven of the seventeen operating hours — 41% — have no phone line. Mail and LINE cover the gap, and the guide page says over 90% of advance bookings arrive that way, so this is a design choice rather than an oversight. But it means the 5 a.m. close the listing advertises is unreachable by telephone, and the listing that advertises it doesn't mention that.
It also collides with the late-night fee. 深夜料金 ¥5,000 applies when your session ends at or after 23:00, on top of transport, explicitly to cover her taxi home — which is the single most honestly-explained charge on this entire board. But work backwards from a 22:00 phone cutoff and the last surcharge-free start is 21:50 for a 70-minute course, 21:30 for Executive's 90, and 20:00 for anything at 180 minutes. Past that you're paying the ¥5,000, and past a 23:30 start the transport fee itself becomes 別途応相談 — negotiable, a word that has never once saved anybody money.
Where it actually goes
Four transport tiers, and the shop's own ward is not in the free one. Free is 渋谷 and 新宿駅周辺; ¥3,000 for 23区都心; ¥5,000 for その他23区内. The official caveat spells out the exclusion: 新宿は駅付近以外の歌舞伎町や都庁付近等の一部エリアにおいて交通費が発生します. Kabukicho costs extra. The listing's address field says Kabukicho. The category it's filed under says Kabukicho. The one neighbourhood Cityheaven insists this shop belongs to is a neighbourhood it charges you to be delivered in.
And the 派遣エリア tab gives a fourth answer to the same question: 六本木発〜都内23区のラブホテル・シティホテル・自宅 — dispatching from Roppongi. Which is in Minato-ku, which is not the free zone either. Four fields, four home bases: Kabukicho by address, Shibuya by second listing, Roppongi by dispatch origin, "Shinjuku・Shibuya" by banner. The official site's own destination list — 新宿、渋谷、恵比寿、青山、六本木、赤坂、銀座 — names seven areas, and five of them cost money.
The visit
I did it the way the shop tells you to, which for once is also the way that works: LINE, two days out, Executive class, half-price branch, 90 minutes, a business hotel off Shibuya. No type stated, because that's the deal — you take the branch, you give up the steering wheel. Confirmation came back by mail with the total spelled out, the ¥3,000 sitting on it exactly where the campaign page said it would, and a same-day check-in message I was asked to reply to. Prepaid at the door, per the rule. Room number sent ahead by text.
Seventy percent of this roster is one class. That is the thing you are actually buying on the free branch — not a woman, a distribution — and this one is unusually narrow, which is the whole argument for taking the branch at all. Ninety minutes later I was back on the Yamanote with the receipt math already running, which is a strange way to leave a place and entirely the shop's own fault for publishing five contradictory versions of its own price.
What I paid: ¥37,500 plus ¥3,000. What the same ninety minutes lists at: ¥75,000. What the cheapest class in the building lists at for the same ninety minutes: ¥50,000. On this campaign, the 220-woman tier at half price undercuts the 15-woman tier at list by ¥12,500. If you take one number away from this article, take that one.

Three stars, and they're all earned on the official site. The shop itself looks well run: a coherent model, a huge documented roster, a fee schedule that explains its own reasoning, terms that are strict but written down. The listing you will actually find it through is a nineteen-month-old snapshot with five empty tabs, a coupon badge computed off a typo, and prices the shop has since raised — and the one clause that would stop an overseas visitor wasting a phone call appears on none of it.
Short version. Ignore the Cityheaven coupon's 120- and 180-minute prices; they're sixteen months stale and cost you up to ¥5,500 — though bring a printout anyway, because the short courses are identical everywhere and you may get lucky. Take the half-price branch on Executive, not Deviance: ¥37,500 for 90 minutes draws from 220 women instead of 15, and it is ¥12,500 under what the cheap tier charges at list. Budget the ¥3,000 — the half price cancels free Shibuya delivery, and the campaign page is the only place that says so. Never extend; book the longer course — the extension costs exactly what the next class up charges to start. Book by LINE or mail, two days out, because the phone dies at 22:00 and the shift board you'd normally check does not exist. Start by 21:30 or accept the ¥5,000. And if you are visiting from abroad, ask about the 超特割 exclusion before anything else — it is printed twice on the shop's own campaign page and nowhere on the listing that brought you here.
