He Told the Touts He Wasn't Interested. Kanagawa Police Say They Beat Him Until He Needed a Month to Heal
Kanagawa police announced on August 20, 2026 the arrest of two men who worked as touts outside Honatsugi Station in Atsugi, accusing them of punching and kicking a 21-year-old university student in May after he declined their pitch. The city had expanded its anti-touting ordinance six weeks before the assault — but that ordinance caps out at a ¥50,000 administrative fine, and what finally took the two off the street was a criminal assault charge.
